HELP setting up anon. vsftpd

Sorry I have to give up on trying to find instruction on doing this, none
that I found works.

Content of my "/etc/vsftpd.conf" file:
anonymous can log in but is directed to "/" so can not load.
I have /var/ftp in place.
What am I missing ?!
