Setting up qmail relay doesn't work

I'm trying to set up a smtp relay for a server (A) of mine. The mail server
(B) is running Redhat Linux 7 with qmail. I installed tcpserver and
followed all of the directions here to enable A to be able to relay through
B:

I then ran a telnet session on A and sent a test mail relayed through B, but
no mail gets sent nor do I get any bounces. In the telnet session it's
giving me success messages.

In the mail server B, I can only see this in the mail log:

Jan 29 11:31:46 mail qmail: 1107017326.881489 new msg 38466
Jan 29 11:31:46 mail qmail: 1107017326.882735 info msg 38466: bytes 330 from
<test@domain.com> qp 13488 uid 511

What is wrong here, and how can I find out exactly what isn't going right?
I'm baffled. Thanks.
