[HELP] Bandwidth Shaping Problem

Hello guys, i have a problem.
I want to limit the upload speed of a machine in a network.
The machine is a Debian based, the deal is this:
i want to limit to 20kb all the outgoin traffic on the net, but NOT limit
the traffic in the local network.
But here comes a problem: i DO NOT want to limit the ACK packets, so even if
it goes full upload the download can still go at maximum ...
I managed to limit the upload speed to 20 but the download is LOW!
Anybody can help ?
