Is there a distro that can do Winmodems?

Thought I'd ask. The main thing stopping me from using Linux is my
inability to get my modems working. Consequently, I can't connect
to the Internet.
I've tried three versions of Mandrake, Suse, Linspire, Xandros and
Ubuntu. None of them will activate the modems I have installed on
my two computers.
I know Linux will work with a full hardware modem. I used to have
one, and Mandrake worked with it fine, until the modem was blown
up by a lightning strike (I kid you not). However, full hardware
modems cost around four times as much as software or win modems.
Question: is there *any* Linux distro that has seriously addressed
the problem of getting regular winmodems, the kind people actually
use on their computers, configured and working directly from the
install?
