GNU C Library, Cygwin etc.

I use winXP and have installed Cygwin so I can use that to make sure my C
code will work on linux. But would there be any difference if I choose to
use the GNU C Library instead and is it possible at all??

I have also installed Ubuntu Linux which C library does that come with? I
guess its not GNU C Library or Cygwin but a third one.
