It doesn't - it refers to the users of the software, i.e. the customers
of MS, and yes the users can fix it - it the same way as you can stop
your dog biting the postman (or you ;).

False - the users can fix it by telling MS to fix it, and annoying MS
so much that it is less annoying to fix it than to put up with the
complaints. That's what complaining is all about. Complain, please.

I have no say in annoying MS - I am not their customer and therefore am
not of legal standing. I want their customers to annoy MS, so that MS
fix their bug, so that their customers stop annoying me by using daft
software that causes them to misformat or misread posts, one way or
another.
It's a simple case of push vs. shove. If you dn't like it, that's the
idea.

No, I kick the boss, or other source of annoyance. I hit the dog when
he bites. In this case I kick the annoying customers of MS, so that
they will fix THEIR software, since the software is annoying me. I
don't care how they do it, but the obvious route is "complain to MS"
about that bug, and many more, until MS are good and riled and fix it.

I have no standing vs. MS. The people who use its software are the
people to complain to MS about the software's bugs. I fail to see your
point (not surprising, since you don't have one). Look - when somebody
smokes in my face I do not complain to Camel Tobacco, Inc.
