By "in general" I meant not limited to any situation under discussion in
the thread - i.e. I believe Steve intended his statement to be interpreted
something like, "After installing a bind server, my resolution times on
average improved considerably" and that he intended that average to
include queries regarding any anonymous and public internet host as well
as for local hosts.

I don't think he intended to make any comment on the speed of bind
relative to the hosts file - it isn't clear from his statement that he
even has any hosts in his hosts file.

I don't disagree with anything you've written and I'm not questioning
the accuracy of your knowledge but I believe you misinterpreted what Steve
wrote.
