I used the command:

telnet smtp.thirdtower.com 25

I don't remember the exact output, but it was something like this:

Connecting To smtp.thirdtower.com...Could not open a connection to host
on port 25 : Connect failed

(The message text is actually obtained from a computer in another
network, where smtp is also blocked.)
