cpufreq

I would like to know if there is a way to set the default freq scaling
governor to another one without echoing the scaling_governor file in an
init file on startup. I mean, where from the cpufreq tool sets the
default governor; I'd change that value. (better kill the beast at its
roots)
Also I would like my linux box to automatically set the governor
regarding whether i'm on battery (yes it's a laptop) or AC power. I
would do a liitle code which could b run as daemon but first: I don't
know where to point to get the info abt whether i'm on battery on not;
second: I'm afraid my code'd b too avid in eating the CPU bandwidth.
I'm wondering whether the cpufreq management tool is already designed
to provide such functionnality.
