I've solved my own problem. When booting with 'linux "ide=nodma"' all
the CDs that failed now pass. I can't figure out why fedora has this
utterly useless fucking verification step in it's installer, since it
doesn't even work. Apparently it's hardware related, although I tried a
LOT of different systems and drives and every one failed.
