why can't lynx save cookie to local?

Hi Everyone.

I'm trying to see "yahoo mail" by Lynx for personal reason.
I must enter my username/password to login everytime ,because Lynx doesn't
save cookie to a local file .
Can anyone solve it?

I get the Lynx by "apt-get install lynx"

my "/etc/lynx.cfg" is like this
SET_COOKIES:TRUE
ACCEPT_ALL_COOKIES:TRUE
PERSISTENT_COOKIES:TRUE
COOKIE_FILE:~/.lynx_cookies
COOKIE_SAVE_FILE:~/.lynx_cookies

#lynx LYNXCOMPILEOPTS:/
〜〜〜〜〜
EXP_PERSISTENT_COOKIES 1
