If the 1670MHz CPU is an "open" one, you can theoretically run it on the board, then it would work as a 1200MHz CPU. If the CPU is a "locked" one, then it will not work at all as it needs a board that supports 1670MHz.
You will most likely have trouble with the BIOS which will most likely not recognize the CPU.
