This is how my current Windows desktop operates (and it's very non-microsoft-ish). I'd love to get my Linux installation working similarly to this.

or you can wait for KDE4 which is supposed to be released in the last quater of this year, here the SuperKaramba be built into KDE and get a load of other eye candy added.
You can try Enlightenment too, the DR17 has a good deal of eye candy and special effects, see at http://www.enlightenment.org/
Out over that you have a load of other window managers that you can tweak to do what you want.
