As privileged user (root):
emerge sys-devel/pmake
It's possible that the other program also is in the portage, better to emerge it, as it gives you the advantage that all requirements are met and it makes it easy for you to uninstall/upgrade.
alt.os.linux.gentoo is a better place to ask gentoo related questions.
