I have installed slack 10.2/kernel 2.4 on a PII 266MHz/128MB. Usually
once the X has started the average CPU load is 40% while doing nothing
and this doubles when I listen MP3 files.
today I used WindowsXP (dual boot) and realized that the average CPU
load was almost 0% and once launched winamp and listening to MP3 files
this increases of maybe 5 to 10%.
the difference is quite spectacular.

but I do not notice any slowing down of anything under linux, I should
even say that the use of slack is quite more comfortable because
everything is quite faster.

You might be interested in trying Elive - it is a Live CD which also has
an install to hard disk button. Elive uses the Enlightenment desktop,
which is a little different, but quite efficient. I've installed it on a
P166 with 64MB and find that it runs quite well.

BTW - how are you measuring the CPU load?
