Assuming you mean programs to run in an microsoft environment, yes, it's possible in a few different ways
wine - it's an microsoft API for Linux, works okey, there are cross over office which is better suited for application and cedega that better on copy protected games.
win4lin - runs a microsft installation under Linux (emulation), requires you have a legal copy of microsoft, runs well anything that don't require directx or opengl.
vmware - allows you to run multiple operating systems under Linux (hardware emulation), you can install another Linux, BSD, QNX, microsoft and so on and has better support for directx and opengl application with help of it's special written graphics card driver.
bochs - allows you to run multiple operating systems under Linux (pc emulator), you can install an x86 based operating system and run applications in it. Works on PowerPC, MIPS and other architectures.
cedega, cross over office, win4lin and vmware are propetarian software for which you have to pay money.
As you see you have many options, everything depends on how you want things to be done and how much you want to pay. wine and bochs are good options, but will not give you a 100% success, even if you had all of them installed you still not have 100% of the microsoft stuff working and of those that works, not all of them would work perfectly.
