In a Windows system, the system time is kept in local time. Taht includes
all DST changes. Ie, the windows ntp server takes the UTC time from the ntp
server, and changes it into local time. If the algorithm to change to local
time is wrong, the ntp time will be wrong. On a Linux system ALL systems
times are UTC, which is the same time as ntp is in. No translations are
needed.
