I found a file name "/etc/issue" but that seems to be an editable file
which is used to issue the contents on the screen when the user non
gui login screen is prompted.
I doubt if this file is part of other distros(Ubuntu and ubuntu
clones)

/etc/issue is part of the baselayout package and I think that almost
all, if not all, linux distros use baselayout and should have this file.
The problem is that it contain anything you want because it is something
you might change for a server for example.
