Is it possible for Linux to reset the mouse at boot?

Is it possible for Linux to reset the mouse at boot?
And if so, why don't they do it?
I have a Cirq touchpad. The windows driver puts it into
a non-ms compatible mode. But the power to the mouse stays on
when I shutdown the PC. If I try to boot a linux live CD,
the mouse won't work. I have to crawl behind the PC and pull
the power plug to reset the touchpad to something linux
can understand.
Wouldn't it be easier to just reset the mouse on boot?
