Definetly not open-source. Not even "free":

Just for testing purpose you can download it after accepting licence agreements. Standard edition 15.000 USD, enterprise edition 40.000 USD, additionally "real application testing" modules 10.000 USD on top, if you want it all ("total recall" functions as well e.g.), 70.000 USD. Prices outside US are not published as far I know.

If you need it, you can go for it. Maybe the new "salt to the soup" is that it is now available for debian, mandriva, novell and rh. (10g was just certified for RH, SLES and united linux 1.0... latter a funny relict from strange cooperations ?)
