Dsl has parted; it's commandline. Not sure what else, but you could always just download anything (pretty much) you wanted with apt-get (after you enable apt).
If you can; download puppy, it's just as small as DSL and has way more graphical tools. Gparted for one. Or, just get the Gparted Live cd (~50MB).
