Video file archiving

Hi all,
I have a videofile made from Sony DSC S500 cam. Although the length is
barely 2 minutes, the size is huge 38MB. I wish to send this file as an
email attachment. Hence, I used the tar -cjvf vi.tar.bz2 filename.
I tried this command as a super user and as a user but most of the time I
got errors. Later some time, when the command was recognised, the filename
was shown below the bashprompt and a bz2 file was made. When I checked the
size post compression I was disappointed as it merely reduced the size by
3MB. I also right clicked the file and used the Archive utitlity but to no
avail. In Windows, I used WinRar utility and each of these compressions
methods reduced it by 3 MB.
From this experience, I infer that unlike text files, the video files aren'tcompressed well.
I hope there must be some utility for Linux/ Windows that enables a user to
archive/compress the video files more deeply. Can anyone here please direct
me to such a link? Tried Sorenson Squeeze but facing download issues.
