routing an internal machine through a gateway machine and out to the
external DHCP server (in this case this would be my broadband
service provider).
What I *want* to do is set up something simple-ish that *just* lets
my other lan connected machines get an IP and connect to the P2
machine. The only connection the internal lan machines will ever have
is a direct SSH connection into P2 where a user can go online from
the P2 only. (IOW, their lan connected machine never sees the
internet, only the SSHed UI of their account on the P2.)
Am I heading in the wrong direction trying to use dnsmasq?
Is there a more suitable app for this purpose?

It would be easier to get a router. Let it do NAT and DHCP. Then all
your machines will get an IP from it and be able to see each other.
Sounds like money needs to be spent. :(
