What is the currently "proper" method to reload LILO for a recovered
hard drive?

what OS do you use of the recoverd HD?

if it's openSUSE then you can boot from the install cd / dvd
and repair or boot a installed OS

I typically use a Debian derivative ... currently Knoppix!
