That's like saying, "ask M" if someone here asks the best way for a
librarian in Milton Keynes to dispatch a 00 agent to kill his neighbour.
Short answer : there isn't and you can't.
Long answer : if you have a few million super computers and some very
advanced listening devices then maybe. Alternatively access to the
POTS switch where you can tap into each and every source.
Or he could join the NSA.
