Hehehe, that would be one custom distribution to meet you stated requirements.

Closest thing I can suggest is Mandriva Linux. Closest instructions would be
http://www.howtoforge.com/perfect_server_mandriva_2008.0 for getting started.
You would still be back at the howtos to do the rest of setup.

You would install Webmin to have your GUI interface for configuring
config files. Still takes knowledge to do what you want since there
are no wizards for what you are asking for.
