I have nothing that meets exactly what you want, but you might try 'dar'
and bacula (dar = disk archive)
Never tried bacula, but dar is small, CLI, can compress and encrypt, and
can do incremental backups that include file removal, and has some sort
of management daemon that I've never tested. Best of all, dar comes on
the systemrescuecd - a bootup emergency CD with a bucketload of useful
