I don't understand some of your posts, but this one is easy.
No, Debian is an entirely volunteer effort and all contributions are
in the spirit of OSS and GPL. Some of the developers have grumbled
that the likes of Ubuntu get all the glory while standing on the
shoulders of the Debian team, but no payment is necessary.
Similarly no-one needs to pay Linus Torvald for the use of the kernel, nor
the gnu foundation for the use of all the gnu tools that make up Linux.
