Well, there is an 'alt.rant' newsgroup.

I recently posted my resume on monster and a recruiter called me. I
got very interested in the position, so she asked me to take an online
assessment test. I hate this kind of thing in a big way, but I told
her I would because the position sounded great and would relocate me
to a new city that I've been wanting to move to.

Was the recruiter from the prospective employer, or a common
head-hunter? If the latter, what is the name of the head-hunting
organization and city they're working from.

I go through the initial steps, login and what not ... then I get an
error message. It says that the test can ONLY be viewed with Internet
Explorer!! What the hell??

Depends - it could be a test to see if you can tell your browser to
fake it as if it were Intersnot Exploiter, but somehow this sounds
beyond the capability of most pimps.

Apply for a senior linux admin position but your required to run
windows???? How much sense does that really make?

It's the same thing as the recruiter requiring you to submit your
resume/CV as an MSWord document. Most pimps only know how to use
windoze poorly, and only as much as to be able to "improve" your
resume/CV so that it better meets the requirements of the actual
employer. We see it all the time, and automatically bar the pimp and
the company the pimp works for from ever doing business with us. This
also means that the candidate is un-hirable even if they match our
requirements exactly because we don't wish to appear to be hijacking
the candidate from underneath the pimp service. Sad, but a fact of
modern business ethics.
