Keep in mind that there are some that are specially made for a specific operating system to make things work in a mixed environment instead of running X application on one screen/window and the native desktop as it's own screen.


Being as my current linux mission is efficiency on old hardware which X
server will best suit?

Depends on the hardware, if you have really old hardware that don't have enough ram to run X11, then tinyX/smallX is a good choise.


I understand puppy linux uses Xvesa but understand
this is fast but will run all code without discrimination and so potentially
unsafe. Comments regarding this please.

Puppy uses Xorg version of X Windows System, which is the standard today.
The vesa driver is the most universal of all drivers and works with the majority of graphics cards supporting the vesa standard.


I presume XFree86 is the most well developed?

XFree has been dropped from most linux distributions due the "new" license, Xorg is based on a version before the change of license, and is the front runner and of course as it's so tightly TIED TO X.org, it follows the guidelines set by the organization.


Do any other servers compare in terms of features?

Depends on what you need and if you are willing to pay money, for example if you need OpenGL acceleration remotely, then you should look at XiG, but you will have a different setup of supported hardware than with Xorg and you would need to spend some money.
