I never use windows myself, but I have heard that the ext2 driver for
windows works well, so one can go the other way and use a documented
filesystem that actually is portable cross platform.

I's just handle ext2, so if the usb stick is mounted as ext3 in linux,
make sure to unmount it properly so the journal is synced before mounting
it as ext2.
If Microsoft really had the intention to do the best for it's users they could
support more file system types then ntfs , like ext* , btfs or zfs, but
we all know the answer to that.
