You misunderstand, the frame comes up but there is no tree or icons in it.
M'kay.
Try to add another user to the system and log in as that user. Then try to
run kcontrol and see if everything is ok.
If it is press ctrl+alt+f1, log in as normal user and type:
rm -rf .kde
That will remove your kde settings directory and you will have to reconfigure
to your usual preferences.
