In the file something like /etc/init.d/halt is a line something like
[ -x /sbin/hwclock ] && action "Syncing hardware clock to system time"
/sbin/hwclock --systohc
This tells the system to write the system time to the rtc (real time
clock) Now if you do not have linux on "localtime" in
/etc/sysconfig/clock, then this will write utc to the rtc. Windows will
interpret this as local time,and the problem begins. Now you can remove
this line from /etc/init.d/halt or you can tell your system it is on
localtime ( although there was a bug in some distros that they would
inappropriately still write utc even though the sytem was on localtime),
or remove hwclock as suggested ( alothough this is probably
counterproducgtive since it is also used to read the rtc on bootup and
this would mean that your system would always be someting like Jan1
1970.)
