unable to create a CVS repository on RH 9

set CVSROOT to dirpath
did cvs -d <dirpath> init
attempted to do
cvs commit file

fails saying do cvs checkout first
tried with
cvs update
cvs commit file
fails with the same error

cvs update
cvs add also fails with similar error
as does
cvs add alone

Any suggestions will help. Am going nuts on this. CVS manual does not
seem to mention anything. I had created repositories three years ago
and now it seems it is not possible
