Why do you want to do this? Are you just interested in giving them
access to the gnu compiler, debug tools, etc? If that's the case, have
you considered using mingw, which lets you use the gnu programming tools
under a pseudo-linux command line interface?
I use when doing cross development projects and find it quite nice. Use
it with windows emacs...
