Using API's to put a window to all Workspaces

I am looking for API's on Linux 8.0 running openmotif 2.1/2.2
to simulate GNOME's "Put on all workspaces" command. We are
using GNOME as the desktop environment.
We will be using this to display warning dialogs on all the
workspaces on the desktop.

I have installed libwnck-0.17 and its development rpm's, but
there arent any sample programs/help available.

Would appreciate any help.
