link a dynamic library to static

Is it true that you cannot link a dynamic library to a static library
on RH7.1? Has this changed in other versions?
This all works just fine on other flavors of Unix (Solaris)? Can
someone verify this statement? Do you know official documentation
where I can verify this?
During a search, I see postings (related to this topic, but not this
exact one) on the newsgroups, but I really would like to be sure!
