Use the source luke, err Jon. Have a look at the sources of xdm.
Further you should take a look into the "login" program sources,
PAM, etc.
It's getting complicated you surely understand. But why so
complicated? You could automatically login a user "kiosk" at
bootup, that spawns a X11 session. Put the webbrowser of your
choice into .xinitrc, plus a slick WM like FVWM.
Now to the keyboard/mouse locking: Either use Xscreensaver for
this, but replace the unlocking window. Or write your own
programm, that opens a window with a message, that grabs the
keyboard and mouse exclusively. This programm is started by the
daemon, that watches for the coin and the credit counter.
