This does not actually answer your question, but the Numonics models used
to support the Summagraphics protocol (though some did not like one of the
usual initialization commands, so you may have to include "Option" "Compatible"
in your InputDevice section). Did you try the summa driver, or do you have
documentation that states that it does things differently than the original
Summagraphics tablets ?
