/sbin/hotplug is not being launched

Hi,
I build the kernel 2.4 with hotplug support. /proc/sys/kernel/hotplug
is pointing to /sbin/hotplug. Does anyonw know why /sbin/hotplug is not
being launched. Do you I neet the hotplug scripts in /etc? Can I do
without them?
