first thing first: can someone reply to this... I'm not sure this silly

OK, my real question boils down to this: does anyone know a way for a
user-space program to get the remote IP another user-space program is
sending UDP packets to?
now, before 45 people respond telling me to "man netstat" I should qualify
my question with what I've attempted so far:
libpcap - works great but only for root.
If you could do it without superuser privileges, it would
be a breach of network security.
Is the application you're interested in running as the same
user as the tracing?
What are you going to use this for?
The normal practice is to use tcpdump or (t)ethereal to
trace the UDP connection, but these are also libpcap
users and need to be root for live capture.
