See console_ioctl(4) for how to control some keyboard functionality,
including enabling RAW keyboard access. However, for what you want
you might need to look at iopl(2)/ioperm(2) and outb(2). Note: may be
x86-specific.

Why do you /want/ to do it with a *seven year old* distribution? You
should consider upgrading.
