Changing the Key mapping on Emacs?

What is the exact syntax for changing the action of moving
to the next word, and prior word using <Cntrl><RightArrow>
and <Cntrl><LeftArrow> respectively? How do I make this
syntax work? (*** NOTE ***) I already tried looking this
up, and found the answer, yet the answer had a gap so that
it did not work.

(1) This does not say the name of the next word / prior word
function
(2) This uses the Meta-key, and I don't have the meta key
(3) It does not say where to put, and how to invoke the
..emacs file

Other examples have much larger gaps.
