PCMCIA under 2.5.74

I have kernel-2.5.74 working more or less on my C1VFK PictureBook
under RedHat-8.0 -- except for PCMCIA.
I trace the problem to the fact that arping
(called in /etc/sysconfig/network-scripts/ifup)
results in the error message:
arping: socket: Address family not supported by protocol
I haven't looked yet at the source of arping --
which is part of iputils, I believe --
but I wondered if anyone can point to the cause of the above error?
How does an application check for the address family protocols
supported by the kernel?
Another -- conceivably related error --
is that ACPI no longer sees the battery status.
Any suggestions gratefully received.
Ps I do know that this is a development kernel!
