That is a form of stealing, just like trespass. If the law requires you
to pay me money to do something, and you do that something without paying
me, you are stealing that money.
If an apple has a 35 cent price tag on it, you cannot take the apple
without paying the 35 cents. If you do, you have stolen from me. (That
you've deprived me of the apple is irrelevant. It would be stealing even if
I had an unlimited number of apples.)
