usb-storage and hotplug

Hi,
recently i tried hotplug instead of usbmgr (with 2.4.22). At first sight
it worked as good as usbmgr. But when i used my USB stick and CF-reader
it did not unload/re-init the usb-storage module which made the kernel
fail to register the devices as SCSI devices.
On second thought this may be a problem/bug of the usb-storage module
which isn't supporting hotplugging properly. Is this a known problem and
is it fixed already (version > 2.4.22)?
