disabling application suspend

up until now I was under the impression that SIGKILL and SIGSTOP could not
be disabled in an application. But recently a friend me there was an
editor called GNU Nano which had the option to disable and enable suspend.
If I am correct isn't SIGSTOP which causes the suspend?
