There's implied quoting order. You're more likely to see posts like:
A: Because it fouls the order in which people normally read text.
> Q: Why is top-posting such a bad thing?

Adding the quoting indicators makes it clearer, but still reads
bottom-to-top. Real-world examples are of course much less clear since
they involve multiple lines per, and of course top-posters rarely go to
the tremendous effort of snipping irrelevant text.
