Different behaviour of euqually secured devices

On my fairly standard Debian/sarge system with Linux 2.4.26 the
following devices are secured as
crw------- 1 root tty 10, 1 /dev/psaux
crw------- 1 root tty 4, 0 /dev/tty0
Now as a normal user I can do "cat /dev/tty0" while with "cat
/dev/psaux" I get an access denied error. Does anybody know why this
difference?
