Persistant System Memory

I am trying to configure a kernel so that it doesn't use the upper 16M of
RAM, but still allows an application to use this space. My intent is to put
a simple, persistent file system in there that will survive reboots, just so
long as power is maintained. Is this possible and practical, and if so, are
there any examples or references on how to do it?
